“Ministry of Culture Publishes ‘Blacklist’ of Online Animation Products”

Font size: [Large | Medium | Small] — PrintIn March 2015, the Ministry of Culture issued its 23rd list of internet cultural activities in violation of laws and regulations, focusing its crackdown on online animation products that induce minors to commit crimes, or that depict violence, pornography, and terror, or undermine public morality. In accordance with a unified deployment by the Ministry, cultural market law enforcement agencies in 13 provinces (autonomous regions and municipalities) promptly launched investigations and crackdowns, administratively penalizing 29 online animation operators and shutting down 8 illegal animation websites.Following investigations, the following companies were found to be providing illegal animation content in violation of the Regulations on the Administration of Internet Audiovisual Program Services and the Interim Provisions on the Administration of Internet Culture:
Beijing Tiantian Kuanguang Network Technology Co., Ltd.; Leshi Internet Information & Technology Corp. (Beijing); Beijing Funshion Online Technologies Co., Ltd.; Beijing Baofeng Technology Co., Ltd.; Beijing Lingfei Tianxia Software Co., Ltd.; Youku Tudou (Beijing); iQIYI (Beijing); Sohu Internet Service Co., Ltd.; Ku6 Media (Beijing); Baidu Online Network Technology Co., Ltd.; Tudou Network (Shanghai); Taomee (Shanghai); Danmu Network (Shanghai); PPTV (Shanghai); SMI Digital (Shanghai); Baomihua (Hangzhou); Wasu Media; Woxihuan Network (Rui’an); Zhongying Network Technology (Wuhan); Xunlei (Shenzhen); Tencent (Shenzhen); Qianjun Network (Guangzhou); and Aipai Network (Guangzhou).
Cultural law enforcement agencies in Beijing, Shanghai, Zhejiang, Hubei, and Guangdong ordered these companies to cease providing such content and issued warnings, fines, and other administrative penalties in accordance with the law.Eight websites, including “Manhua Island” and “Sasa Animation”, operated without licenses, engaging in internet culture operations or internet audiovisual program services and providing illegal online animation content. Cultural enforcement agencies in Liaoning, Shanghai, Jiangsu, Zhejiang, Anhui, Fujian, and Guangxi shut them down in accordance with the law and requested **telecom authorities to close the sites.**In the course of the crackdown on illegal animation, regional enforcement agencies, in accordance with the above-mentioned regulations, identified and penalized a batch of illegal online animation content. Based on local enforcement findings, the Ministry of Culture has now published a blacklist of illegal online animation products.
Titles such as Terror in Resonance, Blood-C, Highschool of the Dead, and others were found to be especially egregious and have been banned from provision by any individual or organization.According to a responsible official from the Ministry’s Cultural Markets Division, this enforcement effort aims to protect the healthy development of minors, has handled a number of major cases, and has effectively purified the online cultural environment. Going forward, the Ministry will further strengthen regulation of the online animation market:
- Continue to strictly investigate and penalize content-violating online animation products, and urge operators to fulfill their social responsibilities.
- Improve the blacklist system for operators and online animation products, implement classified supervision of the online cultural market, and impose increasing penalties on repeat offenders, including terminating services or revoking licenses. The animation product blacklist will be published in a timely manner, and animation sites will be legally required to cease offering those titles.
- The public is encouraged to continue supervising and reporting violations of internet cultural regulations.
